This statement was written by Thomas S. Eisenstadt, a member of the Boston School Committee, following the report of the Advisory Committee on Racial Imbalance and Education which Governor Endicott Peabody put together to study racial imbalance in the state. The group found there were 45 racially imbalanced schools in Boston and gave some suggestions to ameliorate the situation, including a very low-level busing program. Eisenstadt wrote this statement in response and in it he recognizes there is racial imbalance and that he is fundamentally against busing.
