This article from the Citizens for the Boston Schools Bulletin discusses the idea of "scatteration." The concept was something Boston Redevelopment Authority Director Edward Logue often proposed. It was a predecessor of the larger busing plan that would be eventually implemented, and this article gives some critiques of the plan and objections the advocacy group has with the idea.
