A man on a ladder screws pieces of plywood together to construct a temporary food booth while a man standing by a red truck looks on. The food booth will be used during the voting for new members to Inquilinos Boricuas en Acción's Board of Directors. During the mid-1990s, Inquilinos Boricuas en Acción's leadership became unstable. A transitional director was hired, and in 1998, a new Board of Directors was elected, signaling a long period of growth and stability for Inquilinos Boricuas en Acción.
