Photocopy of a document included with Cornicelli's diary kept during his service as Secretary-Aide to Army Commander in Chief, General Lanusse. Discusses the February 1970 orientation. Asserts the necessity of strengthening education inside the force. Reviews relationship with Paraguay and Bolivia; contemplates delaying a visit to Bolivia and the topics to be discussed. Addresses the Argentine-Chilean situation after the Po Valdez incident when Argentine troops mistakenly crossed the Chilean border and a fire fight resulted in the death of a Chilean civilian. The Chilean government condemned the Argentine action, but both armies sought to work out a peaceful solution. Also discusses a domestic issue, the protest by the poor inhabitants of Chocon against the construction of a hydroelectric plant. Although the Gendarmerie Nacional was used to halt protest, the Army leadership felt that the Labor Secretariat was obligated to solve the circumstances that led to the conflict.
