In his capacity as NAACP representative at the San Francisco United Nations Conference, protesting colonial subjects' exclusion from a prospective International Bill of Rights, and begging them "in the name of 13 million Americans" to support the adoption of a preliminary statement asserting equality for all, and the addition of a clause guaranteeing civil freedoms to colonized peoples.
