Silva was born in Placitas, New Mexico and graduated with a degree in Biology and Chemistry from Eastern New Mexico University. He also assists in the University of New Mexico's School of Medicine but, for some years now, has dedicated his time to the struggle against companies mining uranium in New Mexico. Discussing the negative effects of uranium mining includes the stealing of land from Chicano and Indigenous peoples in the state, land contamination, and the health effects of radiation.
