Chinatown residents seated at tables and smiling at a Parcel C community meeting in the Josiah Quincy School cafeteria. In the 1990s, the New England Medical Center negotiated with the City of Boston to build a parking garage on Parcel C in Chinatown, land which had previously been promised to Chinatown residents for a community center. The Chinese Progressive Association helped form the Coalition to Protect Parcel C, which was instrumental in halting the New England Medical Center's plan. In 1994, the Chinese Progressive Association was formally granted land for a community center.
