The Chinese Progressive Association helped form the Coalition to Protect Parcel C, which was instrumental in halting the New England Medical Center's plan. On September 12-13, 1993, Chinatown residents voted on a referendum on whether to accept or reject the New England Medical Center's proposal to build a parking garage on Parcel C.
