Presenting a historical viewpoint on the definition of mental illness and its treatment is Joan Smith, a sociologist with the State University of New York, who resides in Hartland, Vermont. Responding to the views of Dr. Smith is Frank McNeil, Director of Franklin County Mental Health Services, focusing on mental health administration and the role of economics in the treatment of mental illness.
