Describing the Charter's treatment of the rights and interests of colonial peoples; noting the present state and actions of its Trusteeship Council; requesting that the Secretary General compose and submit a summary of conditions in colonial territories; invites representatives of said lands to "undertake practical steps" towards enacting passages of the Charter; anticipating the realization of said document's objectives; and requesting a set of provisional procedural rules to guide the Trusteeship Council.
