Two men and a woman are camping in the countryside of Cherbourg, overlooking the harbor. During the summer heat many Parisians left town to stay at Cherbourg on the sea side. Some were present at the inauguration ceremony of the new harbor, which was officially opened in the presence of the emperor and his wife.
