Refers to the country's financial situation and problems such as usury and tax reforms. Mentions the Social Bank's law draft prepared by Montero Ruiz, criticisms of it, and recommendations to improve it from officers such as Manrique. Discusses power relations and management. For example, explains punishment given to Molina, because he was presumably involved in a political problem that involved 50 unit commanders. In order to stay in the force, he had to apologize to the JEMGE (Chief of the Army General Staff) and stay away from the political arena.
