Judges, officers and other members of the government are depleting the budget of France by digging holes in the huge bag of money. The ministers are helping themselves to funds from the state budget. The annual budget discussions took place in April and May 1835. In its edition of May 30, 1835, "Le Charivari" cynically remarked that "the same people who vote for the budget are the ones who will be devouring it."
