Believes Onganía's government is jeopardized and describes it as monarchical; citizens want to participate in political matters beyond just voting. Proposes to create a Social and Economic Council or a bicameral institution with political and sectorial representation. Suggests that the landowner oligarchy is not the enemy, it is foreign nations; therefore, agrarian reform is not a good solution for the economic problems. Warns the armed forces to be careful with the unions. States that people do not want revolution and that Perónism should not be tolerated.
