"Columbus' homicide rate in the early months of 1991 had tripled despite a high profile effort by police to curb illegal drug trafficking and action by Columbus City Council to ban sale of semi-automatic weapons. By June, Columbus police had reported fatal drive-by shootings and people killed by bullets fired from outside their homes. Reporter Gwen Walters developed sources within communities where violence was a common occurrence and produced two stories on the easy availability of guns despite legal and police actions to curb the violence.
