A group of people are watching some fireworks. One claims that it is amazing that it is only fire that they are watching, yet it is the presentation of it that gives it charm. This country fair attracted many Parisians with their big variety of attractions. Note there are a play on words, On n'y voit que du feu, French expression for: one never sees a thing.
