'Chuck had been researching traffic signs for the U.S. Department of Transportation and gave a presentation to U.S. Congress. Governor Sargent appointed Chuck to a panel on highway safety. He pioneered the use of icons and pictures on highway signs. Chuck helped with what signage worked and didn't work, hence the photo with the governor.
