Judge Rya Zobel issued a temporary restraining order blocking a law which allowed "Massachusetts officials to seize the $60-a-month allowances given to indigent mental patients for items such as soda and cigarettes in order to pay for their state-appointed attorneys." Judge Zobel said the law was illegal.
