A fourteen-floor apartment in Fall River is under construction with strict requirements for admission as a resident. All applicants must be aged, need special assistance, have a chronic disability, and be in a low income bracket. The total residential population will be 300 to 400 and rent will begin at $45 a month. The building is being constructed with convenience for people with disabilities in mind. The Department of Health, Education, and Welfare started a training program for homemakers. The custodian will be the only full-time staff at the apartment, although alarm systems will be connected from the apartment to nurses' stations in the hospital.
