Statement made by Reich, as President of the National Paraplegia Foundation, before the House Subcommittee regarding the need for spinal cord injury centers through implementation of the "Krusen Plan" and the "Semans Plan" for basic research. A document lists the criteria for excellence in commitment of a spinal injury center. The NPF urges Congress to appropriate $2 million a year in support of the development of acute-stage spinal units.
