Hurricane Cleo, its winds greatly reduced, brushed this space center early 8/28 and showed signs of turning into the Atlantic, bypassing the Georgia coast. Cleo's top winds were barely of hurricane force, and these were occurring in guts as it dawled along the upper east coast of Florida. At noon (EDT) the Weather Bureau located the storm slightly to the northwest of St. Augustine, Fla., and said it would continue on a northerly course with no important change in size or intensity indicated.
