No Papers, No Income for Blind Dealer--Victor Kakis, blind New York news dailer, sits on empty counter of his stand in the Washington Heights section yesterday and talks with Harry Brown, a neighborhood store operator, about citywide newspaper strike which has left him without an income. Self employed, Kakis is ineligible for unemployment and he refuses to go on relief. Of the city's 200 news dealers only 12 per cent have applied for relief.
