Two-year-old Traci Peraza holds "Baby Nancy," a 13-inch-high toy that went on sale at the Black Doll Toy Co. in South-Central Los Angeles 11/15. According to one of the co-owners of the retail store, Robert Welsh, this is the first such toy made by black people in a black community. The doll is being produced by the Shindana Toy Factory, which was equipped and initially financed by Mattel, Inc. and later turned over to operation "Bootstrap," a self-held training and business launching facility
