Drug Control Strategies. Roy Kinsey, a young lawyer for the Bureau of Narcotics and Dangerous Drugs, demonstrates a point on a diagram in the Bureau's Washington headquarters. Progress in drug control is being made: the buying of informants and diplomatic pressures on narcotics producing countries are helping to cut down the flow of drugs into the U.S. Kinsey helped write the new federal law focusing on the sellers of drugs, reducing the penalty for simple possession of marijuana. He thinks law alone will not solve the problem. "But it's going to make our work easier for us."
