Volpe received honorary degree from Brandeis University in Waltham Sunday as bottom photo shows an overall view of the Commencement exercises. Principal speakers were Ambassador-at-large W. Averell Harriman and Harvard University Prof. Edwin O. Reischauer, former ambassador to Japan. Harriman stated in his talk that recent developments in the Soviet Union and Eastern Europe have made the Soviets "more conservative about taking risky action" but warned that the Soviets are still convinced that a world-wide Communist revolution is in the cards. Possibly Governor Volpe.
