Weather "Paul Reveres" on the job. When the rains come and the flood waters rise -- there will be ample warning to run for your life. It's all being done with the aid of several thousand Paul Reveres, and their several thousand volunteer tipsters. It works this way: Uncle Chris, a watch repairman in a little town upstream, is selected to be the official weather reporter. When a severe storm breaks, he wades through the mud to his rain guage, then hastens to a telephone. He calls old bill, the constable at the town downstream. If the amount of rain threathens a flood, the people along the stream are warned... Here is a rain guage at the Kansas City regional weather bureau. J.T.
