No;
In the diagram, Leslie Mann explains how usually, the person who is covering second base in an attempt to pick off a leading baserunner is the shortstop. This makes sense because when a baserunner leads off of second base, they end up positioned almost directly in front of the shortstop. Because of this, the shortstop can get a better perception of how to pick off the baserunner and where to stand compared to the second baseman. If the bases are loaded, then the second baseman should cover the base in an attempt to pick off a leading baserunner off second base. However, because the bases would be full, it is less likely that any play would be made on second base because the priority would be the baserunner on third base.
