The Government under Joseph Mortier, Duc de Trevise (1768-1835) has resigned. The King is playing the flute and drums while Marie Joseph Adolphe Thiers (1797-1877) and other government figures are dancing, depicted as performing dogs. The King is using his magic flute to "drum up" and charm a new government of puppets.
