The print shows Louis-Philippe pulling a cart filled with bundles while Persil and De Broglie attempt to push the overloaded wagon forward. This underlines the flimsy and delayed start of the government in bringing about reforms, which to the opposition, will be monstrous and unimportant. The documents on this wagon are lawsuits, proceedings and acts of accusations.
