Bach says that government postponements mean that Aquilla Fitzgerald's case, which has been before the courts since 1972, is not moving forward. He believes that the "fitness for duty" examinations should be ended and compares the exams to Senator Joseph McCarthy's investigations. Bach suggests a bill be introduced with one of the clauses dictating that Congress not spend money on involuntary medical or psychiatric examinations.
