Weiss compares labeling someone mentally unfit or mentally ill for questioning the practices of their workplace or agency to similar use of the label Communist in the fifties. He discusses the "fitness for duty" psychological examination used to impose "organizational discipline and getting rid of those the administration finds troublesome" and the issue of the stigma associated with mental unfitness.
