Oil Barge Caught In Ice-- Three tow cats used to break ice in the Illinois river waterway are attempting to free an oil barge from an ice jam in the river four miles downstream from here today. The ice breakers are under contract to the U.S. Coast Guard to keep the river open to traffic in order to prevent a fuel oil shortage in Chicago. The unusually cold weather this past week has made the work of the icebreakers a 24-hour-a-day job.
